        创新型国家的建设是关系我国科技、经济发展的重大战略问题,它对自主创新提出较高的要求。自主创新是推动经济结构调整的中心环节,是转变增长方式的重要手段,是提高国家竞争力的迫切要求,已成为全国人民的奋斗目标和我国科技工作的战略任务。现阶段是我国实施国家创新发展战略的关键时期,企业作为国家创新的重要行为主体,必须加强建设和完善企业创新体系,这既是落实创新发展国策的必然要求,也是企业进行可持续发展的必要途径。随着竞争环境的不断变化,企业虽然认识到文化是创新的重要影响因素,但对于如何进行企业内的创新文化建设却无从下手,甚至不明白究竟什么是创新文化、创新文化的内涵。在这样的情况下,很多企业虽然清楚文化既能推动创新,也能成为创新巨大的障碍,但对于哪些文化有助于创新、哪些阻碍创新没有一个清晰地概念。我国大部分企业目前的创新文化建设还处于初始阶段,存在许多亟待解决的问题。主要是企业主体创新观念淡薄,认识水平和理论研究水平都没有达到一定的高度,企业创新文化建设缺乏长效机制,国家在鼓励企业创新方面的引导管理体系尚未形成,企业员工参与面不够,企业科技创新的内部和外部环境有待改善等。本文将从我国建设创新型国家的角度对创新文化的内涵以及企业创新文化的建设进行系统介绍与阐述,以达到增强企业创新能力和增强企业竞争力的目的。因此,本文希望通过一定的理论研究与探讨,梳理和总结我国企业创新文化,帮助我国企业掌握创新能力建设的科学规律和有效途径,引导企业纠正创新文化建设中的偏差,破除企业创新文化建设中的障碍,树立科学和理性的创新思维、创新理念、创新素养和创新习惯,建立以文化为指导的企业创新体系,从而提升我国企业整体创新能力,为建设创新型国家打下基础。
    Building an innovative country is a major strategic issues of science, technology and economic development, which putting forward high requirements to independent innovation. Innovation is the central link in promoting economic restructuring, an important mean to change the growth mode, and the urgent requirement for enhancing national competitiveness; It has become the goal of people across the country and the strategic task of China’s science and technology. Now it is the critical period to implement the national innovation strategy. As important actors in national innovation, enterprises must strengthen the construction and improve the innovation system, both of which are not only the necessary requirements for implementing the national policy about innovation and development but also the essential road for sustainable development for enterprises.With the ever-changing of the competitive environment, though having recognized that culture is an important factor business innovation, enterprises don’t know how to establish the culture of innovation within the business, do not even understand what are innovative cultures and the contents of innovative cultures. In such circumstances, many enterprises have clearly know that culture not only will promote innovation but also a huge obstacle to innovation, but without a clear concept about which culture helps innovation or which culture stifles innovation. At present, most of the enterprises’cultures of innovation are still in the initial stage with many problems to be solved. The enterprise entity’s weak concept of innovation is the main issue. Both level of cognitive and theory research have not reached a certain height and lack a long-term mechanism of building innovation culture; the state has not been formed to guide in encouraging innovation in the enterprise management system; employees are not involved enough; the internal and external environments of business technological innovation need to be improved, etc. This article will systemly describe and illustrate the connotation of innovation culture and the construction of enterprise innovation culture from building an innovative country. So it will enhance the innovation capability and the competitiveness of enterprises. Therefore, hope that with some theoretical research and discussion, collate and summarize our corporate culture of innovation, the article may help companies master the scientific laws and effective way of the innovation capacity building, guide enterprises to correct the bias in the innovation capacity building, break the barriers in the enterprise innovation culture building, form a scientific and rational thinking, innovative ideas, innovative accomplishments and innovative habits, to establish a corporate innovation system with the guidance of culture. So it enhances the overall innovation capability of enterprises, and establishes the foundation for building an innovative country.
